  1. discharge <sectors> <total-required>
  2.     Offers early retirement to military in <sectors>. Not more than 50%, none
  3.     in boot camp sectors. For a sector to be eligable for early retirement
  4.     there must be at least 25 civilians and more than 5 military already
  5.     present. The total will be spread fairly uniformly over the eligible
  6.     sectors.
